Chinese helped African 40 years ago by USA recruiting.

I was a shy girl at elementary school, there was one boy in my third grade class who usually has story books that his father brought home from overseas who worked for government agriculture team traveling in poor country all over the world and was live in Africa while we were in third grade. That boy was very generous to lend his books to whomever asked for it in class and the whole class enjoy reading his books, I think he was very happy for his father brought him so many gifts every time returning home.

That was my first memory about someone who was so close and has his father working for government project overseas. Of course, post World War II Chinese were still have close relationship with the United States that including my own father once a while would invite his American colleague to our home for feast, and we the child were the happiest group when there were guests to come home with my mother cooking so much dishes which were so delicious like having a Chinese New Year eve dinner.

I lived in California for almost 20 years and recently planning to move to a city almost in desert climate comparing to Taipei's weather. The city asking us to pay close to US$100 per month to the storm drain system which as I observe is built in one story height deep down the road.

Few years ago, my 10-year-on-stroke father was critically ill and past away, I then have several times revisited Taipei. A place has three seasons in rain every year, every summer on storm, they call typhoon, the whole city has only build 20" storm drain to guiding the year round storm water flowing out of the small crowded place; therefore, of course every year has certain number of people died in flooding and every year people using the same disaster calling for donation.

This is Chinese community, not like American at all, overly spread their helpless sadness and not to solve the problem. American will have their blue print to build any public project like that well designed storm drain system in a draught area, I do wish there is rain there for my lawn at least.

While I grew older in age, I almost in difficult to hide my anger (like American's temper) wanting to shout to those Chinese who again asking for donation for the deaths in flood. Why couldn't the whole island work on one project to solve the problem, so the tragic disaster can be stopped to repeat every year.

There is something that keep bothering me about these issue for a long time and I sort of puzzle about it. Here the storm drain system in these two places brought back my elementary school memory.

United States will ask Chinese to help this global community as my elementary school memory prove of it, but they have never think of Chinese community need help too. That every year's death in flooding due to the under-developed public project like storm drain system.

Does any of organization work this way too like Red Cross, they choose certain countries to hand their help? Who can trust the donation money in the whole world goes to where? If money is not enough to involve since everyone is claiming poor now the whole nation? How about knowledge ?
