當政治議題「過熱」時,其他與人民福祉密切相關的議題──教育、環保、文化藉由「排擠效果」,扭曲社會資源的合理配置,以及政府政策應有的優先次序。
進入二十一世紀,先進國家一個公共政策的重要共識:不是政治性的,而是知識性的。那就是要盡全力──個人的、社區的、企業的、政府的──來提升人的品質。人的動機似乎都來自天生對自尊的追求,而自尊則大多來自他人的認同。而「以知識為根基」的新經濟,就是不斷地對個人要持續投資,對人力資源要充分利用。從這個角度來看,二十一世紀可以稱為「人本」新世界──以人的品質為本,以人的福祉為核心,以人類幸福的提升為共同目標。在今天高所得的國家中,由於人的品質的普遍提升,人人都享有公平的機會,人人都享有同樣的尊嚴。對正在努力追求優質生活的台灣社會,全面提升人的品質,當然是最迫切而重要的公共政策。
我們的新世界裡:政黨可以替換,政治人物可以替換,公共政策上對人的品質的重視不能替換。台灣之所以能立足於世界,整體反映出來的就是台灣的生命力。這股堅韌的生命力,是全體人民用來追求財富、用來追求自我實現、用來追求家庭幸福、用來追求優質生活,以及用來追求新世界的奉獻。這些生命力在台灣的展現,也符合經濟發展過程中所出現的各種學說與解釋:家計單位的人民擁有強烈的就業成就動機、旺盛的企業家精神、市場經濟中揮舞的「一隻看不見的手……。

"而自尊則大多來自他人的認同" We want to feel proud of ourselves, and earn respect from others, but we do more care what is important to us, to our lives. For an individual person like me, I couldn't afford to earn recognition from everybody, that will take too much work for me to pleasing people. I just work and live with my own standard I feel comfortable with, it might not be other people's standard, and I can not ask everybody to keep up or lower down their standard to comply with mine. If they feel happy keep same level with me or being around, that we can has a chance be friends.

This book has one sentence I think is a pretty good insight for a person with Mr. Greenspan's age to said: "Age will change our ambition and goal, which might different from our ideal dream when we were young." Many politicians originally has very high dream to get into the fields of public works, they met numerous obstacles, temptations, gradually their dream fading away in the middle of somewhere, they in the end forgot what drive them into here, or they do not think that dream is important anymore. It is really not easy.

"Mind" drives everything.--I agree with your emphasis in this article.

Taiwan lack of leaders that willing to lift up a higher living standard for its citizens, who live in that uncomfortable climate. I sometime blame the religion of Buddhism working too hard in that small island to convince people unconditional take-in, accept what you can have. Buddhism convince people not to have desire to work for a better life. Their theory is stopping people looking for technology and better equipment to create a more comfortable life to live. When everyone accept what they can have, government don't need to work for better or higher standard of living. White world has better leaders to take care of their white people's life, so everyone in developing country all wants to immigrate to white world. But, looking at the citizen in white world; they still complain about their leaders. They are not Buddhism, they will always supervise their learders to work on looking ways to better their lives.
